Dick Bowers Acting City Manager Glendale Arizona 2015 Dick Bowers
Acting City Manager 

Dick Bowers was named acting city manager for the City of Glendale in February 2015. His experience includes a stint as Glendale's acting city manager in 2013 and 30 years in public service with 10 years as the city manager of Scottsdale. 
Bowers has worked with Glendale over the years on projects that include extablishing guidelines for meetings, procedures and executive management performance evaluations. He also assisted the city in the development and implementation of its downtown redevelopment project.
Bowers, who has been president of his own consulting firm since 2001, has received many accolades for his work in the Valley. 

Assistant City Managers

Julie Frisoni

Julie Frisoni

Frisoni has been with the city since August 2002. During her tenure, she has held previous roles including executive communications director and assistant deputy city manager. Previously, she spent 17 years in broadcast news at KPNX-TV (NBC) in Phoenix in leadership roles, including acting news director and managing editor, overseeing a 24-hour news operation covering all regions of Arizona. A nearly lifelong native to Glendale, her bachelor’s degree is in communications from Arizona State University and she graduated from Glendale’s Apollo High School.

Jennifer Campbell

Jennifer Campbell

Campbell has 16 years of local government experience, including management experience for the cities of Peoria and Goodyear. She is a graduate of Leadership West, has a master’s of education degree with an emphasis in leadership and public administration from Northern Arizona University and a bachelor’s degree in recreation management from Arizona State University. Since 2009, Campbell has been adjunct faculty at Glendale Community College. She is a graduate of Deer Valley High School in Glendale.

Council-Manager Form of Government:

Glendale operates under a council-manager form of government.  Under this system the City Council determines city policy, passes ordinances, and approves a balanced budget each year.

The City Manager, appointed by the City Council, is responsible for carrying out the council-created policies, and directing the day-to-day operations of city government. The manager reports directly to the city council, and is subject to council performance reviews. The City Manager is responsible for drafting a balanced budget for council review and approval each year.

The Office of the City Manager serves as the focal point for the executive leadership and direction of the organization, working closely with the Mayor and City Council to ensure that city programs and operations reflect policy goals and objectives established by the City Council.

Citizens who would like to observe or participate in the setting of Glendale’s future policies and local decision-making can attend City Council Workshops and Evening Meetings.
