Glendale City Manager Kevin Phelps is the top executive for the city of Glendale, which is part of a growing area of Maricopa County and the sixth largest city in AZ. His responsibilities include managing day-to-day operations and policy implementation for all city departments and divisions, including the police, fire, water and public works departments as well as economic development and information technology. Mr. Phelps was appointed as city manager in November, 2016 and considers it his priority to bring effective and transparent government practices to the community he serves. Recognizing that it is in Glendale’s interest to have a robust business sector, his desire is that Glendale become both a major job hub, and the most the most business-friendly city in the Valley. His focus is on encouraging initiatives that will grow the city’s economy, increase employment and encourage growth for business’ large and small. Read More

Tom Duensing
Assistant City Manager
Glendale Assistant City Manager Tom Duensing assists City Manager Kevin Phelps with the day to day operations of the city while overseeing the management and strategic direction of several departments including Community Services, Human Resources, Innovation and Technology, Public Affairs and Budget and Finance. Mr. Duensing has over 25 years of government experience and was hired in October 2013 as Glendale’s Finance and Technology Director. In 2015 he became the Interim Assistant City Manager and was named permanent Assistant City Manager in February 2016. Duensing was primarily responsible for identifying a long-term structural deficit in Glendale’s budget and then developing the strategies that brought the city back to financial stability. When he was hired, Glendale had been experiencing a declining financial position since 2009 which had been followed by a series of bond rating downgrades. Duensing fostered changes including new policy direction and a strict savings plan which have resulted in a financial turnaround. Read More

Council-Manager Form of Government:

Glendale operates under a council-manager form of government.  Under this system the City Council determines city policy, passes ordinances, and approves a balanced budget each year.

The City Manager, appointed by the City Council, is responsible for carrying out the council-created policies, and directing the day-to-day operations of city government. The manager reports directly to the city council, and is subject to council performance reviews. The City Manager is responsible for drafting a balanced budget for council review and approval each year.

The Office of the City Manager serves as the focal point for the executive leadership and direction of the organization, working closely with the Mayor and City Council to ensure that city programs and operations reflect policy goals and objectives established by the City Council.

Citizens who would like to observe or participate in the setting of Glendale’s future policies and local decision-making can attend City Council Workshops and Evening Meetings.
