Personal Time Off 

Paid Holidays

The City of Glendale is pleased to offer its full-time employees pay or paid time off for twelve paid holidays per year.

                                                Holiday Special - 12 hours*

*Please refer to HR Policy #401 - Benefits regarding when holiday special hours can be scheduled. Standard Holiday Special is 12 hours, this year part of the Christmas holiday falls on the weekend so there is an extra 4 hours for 2023.

***All Holiday special hours must be used by the end of the calendar year, December 31, 2024.***

Vacation Leave Accrual
All regular status full-time employees accrue annual vacation leave on a per-hour-paid basis. Eligibility to use vacation credits shall begin after completion of one month of regular status employment.

Vacation Leave Accrual Rates:

  • Less than 5 years of service = 5.33 hours per pay period (138 hours per year)
  • 5 - 10 year of service = 6.12 hours per pay period
  • After 10 years of service = 7.6 hours per pay period
  • The accrual limit is 400 hours.

Sick Leave Accrual
All regular status full-time and temporary employees shall accrue sick leave benefits on a per-hour-paid basis. Eligibility to use sick leave benefits shall commence after completion of one month of regular status employment.

  • Regular employees earn .055 hours of sick leave per hour paid.
  • Temporary employees earn .034 hours of sick leave per hour paid.
*Please note Vacation and Sick Leave will not accrue for overtime hours worked per HR Policy #401.

Family and Medical Leave Act (FMLA)

Eligible employees are entitled to leave of up to twelve ( 12) work weeks during a twelve ( 12) month period. The twelve ( 12) month period for City FMLA eligibility purposes is defined as a “ rolling” twelve ( 12) month period measured backward from the date an employee uses FMLA Leave.  FMLA Leave is provided by the City in accordance with the U.S. Department of Labor Code, Title 29, Chapter V, Part 825.  An employee must have worked for the City a total of twelve (12) months and worked at least 1,250 hours over the previous twelve (12) months to be eligible for FMLA leave.

Medical Leave of Absence

Employees who do not qualify for FMLA leave will be eligible to apply for a Medical Leave of absence after 6 months of employment if the leave meets Medical Leave criteria.  This leave is for an employee’ s own illness, is unpaid and must be used in conjunction with employee accrued sick leave time (vacation and compensatory time can be used if sick leave has been exhausted). Employees must provide Human Resources & Risk Management with a medical certification from their treating physician to be placed on Medical Leave. Subsequent recertification may be required.

Military Leave

Military Leave is available for those employees performing uniformed military service. In accordance with the Uniformed Service Employment and Reemployment Rights Act (“ USERRA”), those individuals who are called for military service can be reemployed with their civilian employer if the individual has performed five (5) years or less of cumulative military service.  In order to receive Military Leave pay, the employee must submit a copy of his/ her military orders or drill schedule to Human Resources & Risk Management along with a Military Leave form.

Other

Maternity/Paternity

Birth and care of a newborn child of an employee will be approved either through FMLA or Medical leave based upon eligibility. Bereavement

Upon the death of an employee’ s immediate family member, all regular status employees in active pay status shall receive up to 40 hours of bereavement leave for employees whose normal work schedule is a 40-hour week or fifty-two (52) hours for a 52 hour per week employees. Leave will be prorated for regular status employees who work less than 40 hours.

Jury Duty  

A regular status employee will be granted time away from his/ her City employment duties with pay in order to serve on a jury or testify as required by the summons or subpoena. The employee shall also be granted sufficient time to reach the place of jury/ witness duty.

Civic Duty 

In recognition of the mutual benefit to the City, its constituents and the employees, the City will provide an aggregate of 2000 hours of paid release time per fiscal year for all City employees to draw upon for the purpose of performing civic and community duties.  Full-time regular status employees who wish to participate in civic duty projects or events must submit a Civic Duty Leave Request to their supervisor no later than five days in advance of the requested Civic Duty Leave.
