Performance Management

The Department of Organizational Performance utilizes a variety of Performance Management methodologies such as Strategic Planning and Program Evaluation to increase productivity and improve resource use.

Strategic Planning and Balanced Scorecard

The Balanced Scorecard is our city’s strategic planning and management system of choice. We utilize this strategic planning methodology to communicate what we are trying to accomplish, align our day-to-day work, and prioritize projects, products, and services.  Finally, the Balanced Scorecard system allows us to measure and monitor our progress towards achieving our strategic goals.

Balanced Scorecard Training Opportunities

Want to learn more about Balanced Scorecard (BSC)? The Department of Organizational Performance offers two formal training courses for city employees engaged in citywide or departmental strategic planning activities:
Program Evaluation
All programs within the City of Glendale are created to address a specific need or fulfill a purpose.  Our stakeholders want to know whether city funded programs are meeting their intended objectives and producing meaningful results. In Glendale, we utilize the Program Evaluation methodology to answer those questions, systematically collecting and analyzing data to continually assess program effectiveness and efficiency.
