Request for Qualifications:

Pre-Qualified Artists List for Downtown Campus Reinvestment Project

Purpose
City of Glendale will develop a pre-qualified list of artists to be considered for the design and installation of artwork on the south elevation of City Hall. 

Submission Deadline
Application materials are due and must be submitted online via the City of Glendale's Procurement Portal by 5:00 p.m. MST on Friday, April 11, 2025.

Step 1: Register as a Vendor
Bidders must be registered as a vendor to access and submit a bid. Registration can be done through the Vendor Registration link. 

Step 2: Review the Solicitation Document
The complete solicitation document can be accessed HERE. Offerors must be registered in the Vendor Self-Service portal to access the bid and create proposals (See Step 1).

2025 Plein Air Painting Competition

Details:

The event is open to artists (18 years of age & older) who paint using the Plein Air technique in oil, watercolor, acrylic or pastel. Plein Air (open air) paintings are executed outdoors. Paintings must be done within Glendale city limits. Canvas size not to exceed 18x24. All artists must bring their own materials and easels and register prior to any work being done. 

Registration will take place from 8:00 a.m. until 10:30 a.m. on event day at the park near the east end of the Fruit Packing Shed.


Judging by the City Council: Between 2:30 - 3:00 PM, artists will arrive at the Glendale Adult Center (5970 W. Brown Street, across from the Glendale Main Library) with their easels and their artwork for judging to begin at 3:30 PM. Artists will place their artwork on the stage in the cafeteria room at the Adult Center, and are welcome to stay for light refreshments before and during the judging.
 Award categories are purchase awards and the winning paintings will be accessioned into the City of Glendale’s portable art collection.  The award categories are:

• Heritage Award - $1,000 award

• First Place - $1,000 award

• Second Place - $700 award
• Third Place - $400 award


This event is presented by City of Glendale Arts & Culture at the 2025 Folk & Heritage Festival.
