Glendale Names New Community Services Director

Kimberly Hall is appointed to lead operations and services for the public

The city of Glendale is excited to welcome Kimberly Hall as the new Community Services Director. Hall has spent decades serving our most vulnerable citizens. She brings decades of experience working for Goodwill Industries throughout multiple states. She is stepping into the role following Jean Moreno’s retirement from the city of Glendale after 30 years of service.

In this role, Hall will manage the strategic planning, policy development, community funding, and community engagement efforts to enhance services for Glendale citizens. She will lead a staff of over 110 persons who manage programs including neighborhood revitalization, community housing, community action program, and library services.

“We are excited to have a proven leader step into a role supporting the critical needs of our residents,” said Glendale City Manager Kevin Phelps. “The direct impact this department has on our community is significant, and Kimberly brings not only years of professional experience but also years of experience in leading organizations that serve the community in impactful ways. She is a thoughtful, compassionate, and strategic leader who will continue our efforts to be a national model for innovative community services.”

Hall most recently served as the Chief Executive Officer at Goodwill Southern Los Angeles County. Prior to that, she led workforce development, disaster recovery efforts, and service contracts for Goodwill Industries of South Mississippi.

“It is an honor to lead a team of dedicated public servants who have a passion for improving the lives of Glendale residents,” said Hall. “I am committed to strengthening the community by providing critical services that focus on education, infrastructure, housing, and crisis support to expand access to economic opportunities for the entire community.”

Hall holds a Bachelor of Science degree in Human Services Management from University of Phoenix and a Master of Science degree in Leadership from Grand Canyon University.

Hall’s first day in the city will be Tuesday, November 12.
